Are there Vans out there ( and which ones) that can tow a scion TC cross-country? (NC to UT)? legally/safely?

I have a Scion TC and am moving to utah from north carolina. can’t fit all my belongings in the scion but don’t need the 16 foot truck rental. u-haul, etc.. says I have to have the 16 footer to tow a car, is this true in general? I could get all my stuff in a large van and the scion combined, but is there such a van that can haul a car across the Rockies?

Any full size van with a big V-8 should pull your car with no problem. Check the rental car places and see what you can find out. They might allow rentals for towing.
