What is up with all of the cars in North and South Carolina with cartoons on them?

I have seen numerous pics online of POS cars with Kool-Aid, McDonald’s, Cheetos, etc. images painted on them. Why is that a trend? Most of the cars look like they are from the late 80′s or early 90′s and have seamless decals or paintings on them. Can someone please explain this phenomenon?
