Why do automobiles in Europe get better fuel mileage (way better)?

UK automobiles get amazing mileage when compared to the USA cars. One example is the Chevrolet Kalos which is the same car as the Aveo. Here the Aveo is rated at 35MPG for 2007 and will drop for 2008 because of the new EPA rating standard. Over in the UK the Kalos is rated at 54MPG. I searched many manufacturers sites and found the very same to be true. BMW has what appears to be the same exact vehicles here and there with the UK cars getting approximately twice the fuel mileage. These comparisons are using gasoline engines with similar power and torque numbers. In addition to miserly gas engines they offer turbo diesels that get crazy MPG’s. Were talking Midsize crossovers that get 50-60MPG. Before you answer please read……… I’m not confusing km with miles, I’m also aware of the many small cars over there, I’m talking about similar cars to what we can buy here, BMW has gas 300 hp M3′s getting 48MPG in UK. According to an F1 article we have better gas here in USA.

one reason is the UK gallon is about 18% bigger than a USA gallon, so they are going to get 18% better mileage straight off.
The test conditions are different too. I think the USA tests are realistic but the UK conditions are if everything is perfect. And the engines in the USA can be different (I think the Aveo has a 1.6L as standard but the UK version is a 1.2L). So it is very difficult to compare.
